[1] Take a new file of 400 pixels,400 pixels, of resolution 72 dpi in the RGB mode.

[2] Make a selection with the rectangular marqee tool like in the image below.

[3] Fill the gradient in to it to give the metal effect.

[4] Make a selection with the pentool as below.

[5] Fill the black colour to it in a new layer.

[6] Apply the blending options which as given below.

[7] Apply the blending options>Bevel & Emboss which as given below.

[8] Apply the contour effect as given below.

[9] Apply the blending options>Drop shadow which as given below.

[11] Make the multiole copy of the layers as in the image below.

[12] Goto Filter>Distort>Polar coordinates
and apply the given below.

[14] Make its copy and flip it vertcally as mine.

[15] Merge the layer and make the copy of the merged layer rotate it as 90* angle.

[16] Merge the layer and make it small with transform selection tool apply the radial blur of the given quantity.
