[1] Take a new file of 300 pixels,300 pixels, of resolution 72 dpi in the RGB mode.

[2] Now go to Filter>Noise>Add Noise
apply the following settings.

[4] Go to Image>Adjustments>Threshold
use these settings.

[5] Now we need to use Image>Adjustments>Inverse

[6] And now go to Image>Rotate Canvas 90CW.

and set the graident color.
